Senator Specter Introduces Fix to Stem Cell Ban -

While Congress is income housing yesterday, a longtime champion of biomedical research presented the first proposal to replace Decision August 23 the court which closed on federal funding for human embryonic stem cell (hESC) for 17 days and may soon stop again research.

Like some previous bills, Senator Arlen Specter (D-PA) bill (S. 3766) codifies the policy of the Obama administration demanding that the National Institutes of Health (NIH) work funds on hESC lines derived from surplus embryos donated by couples at fertility clinics. But the Specter bill goes further by citing Amendment Dickey, which prohibits the use of federal funds for harm or destroy human embryos. preliminary injunction last month came after a federal judge found that the guidelines on stem cells NIH violate the Dickey-Wicker rule. But the Specter bill states that Dickey-Wicker (which happens every year in the NIH funding appropriations bill) and future similar amendments would not apply to hESC research

Notwithstanding any other provision of law, including section 509 of division D of the Consolidated Appropriations Act, 2010 or any similar provision in all the preceding or following departments of law related agencies Appropriations Labor, Health and social services and education, and the Secretary to conduct and support research that uses human stem cells, including human embryonic stem cells.

That bill would solve the riddle Dickey-Wicker and deny the decision of the judge Royce Lamberth is not yet clear. Expect more discussion of possible legislative solutions Thursday at a hearing called by Senator Tom Harkin (D-IA), where researchers NIH Director Francis Collins and hESC testify.
