An Australian advisory committee is suggesting radical changes to biomedical research programs in the nation to better link science to care, health Äîalong with a boost of heavy spending. But the recommendations, published today, come as the Australian government is considering a freeze on research grants as part of the austerity plans.
In its report, the committee, Äîcalled Strategic Review of Health and Medical Research in Australia, Äîargues at least 3% of government spending on health care should be devoted to the science. The effort should include the creation of 1,000 new scholarships that allow clinicians to spend half of their time to research, and founder up to 20 new biomedical research centers. The cost of these initiatives could be more than offset by the production of more effective care, the report notes. And "[e] mbedding health care research will provide government investment in research benefit all Australians, Äîthrough better outcomes, health Äîand delivers the greatest economic value," wrote the chairman of the committee Simon McKeon in blog post announcing the release of the 34-page draft plan and the conversation, an Australian website that covers issues of science policy. McKeon is a former banker and chairman of the Commonwealth Scientific Australia and Industrial Research Organisation, its main funding agency of the leading science.
The Australian government has established a panel of McKeon in late 2011, asking it to develop a health plan and 10 years of medical research for the nation. He held more than 70 meetings to get feedback and ultimately produced 21 recommendations on everything from funding to training. McKeon wrote that they include:
